
Methodology, Neutrality and Corrections
1. Independence and neutrality
Eurabelt Fuels Global Statistics is a custodial compilation of official statistics:
- It publishes no forecasts, opinions, ratings or commentary of its own.
- It applies the same admission criteria to every country and publisher.
- It never adjusts a publisher's figure.
- Access is never granted, refused or varied on political, national or ideological grounds. The only exceptions are those required by sanctions law or objective security and licence criteria.
- The same figure is shown at every access tier.
2. Verification pipeline
- Admission. The Data Custodian admits a source against the Charter's standards (see the Sources Reference Guide).
- Ingestion. Data is retrieved directly from the publisher's official API or publication. Series codes are taken only from the publisher's own code lists, never typed in by hand.
- Schema check. Each response is checked against the fields we expect. If the publisher's format changes, the run stops and nothing is guessed.
- Completeness check. A run is accepted as complete only when the number of rows received matches the publisher's stated total.
- Change detection. Each observation is fingerprinted. New releases and revisions are detected automatically. Observations withdrawn by the publisher are removed from publication.
- Currency check (section 3).
- Publication with provenance. Every figure is shown with its publisher, dataset, series identifiers, reference period and retrieval time.
Every run is logged with its requests (credentials redacted), row counts and outcome. The logs are kept as part of the custodial audit trail.
3. Currency rule
“Current” means the publisher's latest official release on its stated schedule. If no complete, verified retrieval of a source succeeds within that source's staleness limit (45 days by default), all of its content is withheld from publication and embedded data blocks show “temporarily withheld pending verification”. Publication resumes automatically after the next verified retrieval.
4. Rankings method
- Scope. Only entities the publisher classifies as countries are ranked. Aggregates (world, regions, economic groups) are excluded from the ranking. The world aggregate is used only to calculate share of world.
- Period selection. The ranking uses the most recent period in which the number of countries reporting reaches the stated coverage threshold (default 90%). The benchmark is the best count among the ten most recent periods. This prevents a partially reported year from producing a misleading ranking. When an earlier period is used, a notice says so.
- Ordering. Countries are ordered by value, descending, using standard competition ranking: equal values share a rank, and the next rank is skipped (1, 2, 2, 4).
- Share of world. The country value divided by the publisher's own world total for the same period. It is shown only when the publisher provides that total.
- Change. The percentage change against the same country's value in the previous period, with that period's rank.
- Missing values. Non-numeric publisher markers (for example “--” or “NA”) are kept as published and never converted to zero or estimated.
5. Units, rounding and flags
Figures are displayed in the publisher's unit. On screen they are rounded for readability; exports and the API carry the full published value. Publisher data flags (for example estimates) are shown next to the figure. Where Eurabelt converts units in a compiled product, the conversion factor and its source are published with that product.
6. Revisions and vintages
Publishers revise statistics. When a revision is released, the Service displays the revised value, records the change, and preserves the previous value in the archive together with its retrieval date.
7. Classification of content

8. Corrections policy and register
Errors in Source Data are corrected by the publisher and reflected when the publisher releases the correction. If Eurabelt's own processing introduces an error:
- we correct it promptly;
- we record it below with the date, the dataset affected, the nature of the error and the fix;
- we notify members who received the affected data.
Corrections are never made silently.

9. What the Service does not do
- It produces no forecasts, scenarios or market views of its own.
- It does not estimate missing data.
- It does not publish commercial price assessments without a licence.
- It does not take part in any transaction.
